Description of Professional Services

Initial and Final Scoping Report following VTrans scoping process for intersection with long history of discourse over appropriate solutions. Facilitated public meetings to gain resident, business, local and state input on the problems; documented community project objectives, and developed Purpose and Need Statement. Conducted intersection traffic counts and gathered historic data from VTrans and Central Vermont Regional Planning Commission to perform Level of Service Analyses of the current intersection configuration and of proposed alternative. Performed traffic signal warrant analysis to determine need for signalized intersection. Developed estimates of potential resource impacts for each alternative, and prepared Initial Scoping Report summarizing development process, details and costs of more than a dozen alternatives, including conceptual sketches.

The selected alternative was to install a new intersection traffic signal. Developed contract documents for signal construction including Right-of-Way survey. Due to the close proximity of the intersection to Spaulding High School, pedestrian’s needs were a key component of intersection design.

Designed and coordinated utilities in connection to new traffic signal and related appurtenances for overhead power, cable, television, telephone, and city fire emergency communication lines, street lighting and utility poles. Identified potential conflicts between existing utilities and new traffic signal control devices (strain wires, strain poles, and traffic signal heads) and coordinated with municipal and private utility companies, Washington County Railroad and VTrans.

Buried utilities included potable water lines, sanitary and storm sewer lines, abandoned natural (propane) gas lines, and underground telephone lines. Examined minor modifications of buried utilities for facilitating intersection repaving including adjustment of rim elevations.
