Description of Professional Services
DuBois & King was contracted to evaluate the impact of proposed modifications to River Road on Winooski River flood levels, and to assist in obtaining FEMA approval for the changes. The roadway work would raise the road approximately six feet to prevent frequent flooding that isolates several homes and prevents passage of both priavte and emergency vehicles. Because of the proximity to the river, it was necessary to determine if the road would increase the elevation of the FEMA-established 100-year flood or alter the limits of the 100-year floodplain and floodway. We found significant errors in the current floodplain maps, and submitted a request to FEMA to correct them. D&K collaborated with the Town's design engineers to ensure that floodplain management requirements were met.
The major components of the work include:
- Coordinate with municipal, State, and Federal officials
- Convert FEMA river model from old HEC-2 to current HEC-RAS program
- Survey additional river cross sections
- Evaluate hydraulic impact of proposed changes
- Prepare FEMA Letter of Map Revision (LOMR) request
- Assist Town with FEMA-required public notification
